Making a website for a client

Hello, so we need help getting started on building at least a template for the business. So I need help/advice please on where and how to get started. This website’s purpose is basically a site for the military where air force members and civilians are able to pay for prep courses in aviation and take them for a mechanic certification. I’m not sure which plan I should go with since it’s not really a physical product but courses. These courses are then taken in person at their location. Also, this is my first WordPress project so ALL the help/advice I would appreciate SOOOOOO MUCH! Thank you :)
P.S. I have a lot of questions hehehe

If your website’s aim is to collect payments from users, then you can upgrade to a Premium or Business plan.

Premium / Business Plans allows you to use the ‘Simple Payment’ feature.

Using Simple Payment option you can add a PayPal Payment button to your website.

To know about the plans, please refer below link.

Thank you, I understand the package differences, however, I’m curious to know your professional opinion on what’s the better route for me to take? The premium or the business? Could I get the most out of the premium without needing the business?
