Hi I wanted to get started on a personal plan. My question is can you earn money using a personal plan? can i access plugins with a personal plan? Lastly can you earn money through views or you only make money through ads?

Yes, you have several options. We do have an advertising program called WordAds, which you can read more about here:
As you grow traffic on your site, you can generate income via the ads placed on your site. Although you can have Wordads with the Personal Plan, you must first apply and qualify for it. To automatically qualify for Wordads, you must have a Premium Plan.

Plugins can only be installed on WordPress.com if you have the Business Plan Upgrade:

They are usually used for WordPress.ORG installs which run on different software.

On the Pricing Page, it says that Personal Plan includes the Recurring Payments feature. Is that true?

Yes, that is correct, you can use Recurring Payments on any paid plan :)
