  Is it possible to create a login page for users on my site and to restrict access to content based on whether or not they have a login set up

  Yes it is possible to set up a ‘membership site’ and offer paid access to content, by using our Premium Content block: https://wordpress.com/support/wordpress-editor/blocks/premium-content-block/
