  I am able to see your site so it appears it is already viewable by the public. However, if you have any issues with privacy settings, check out the follow link: http://en.support.wordpress.com/settings/privacy-settings/

  Thanks for you response, but what i meant by making it public is to allow other to post into the blog site, like add post, n add things

  You don’t need an upgrade of any kind at all to invite multiple authors to contribute to the blog. Note the instructions at these links:
