  How to make titlebar on the top containing home,help,suggestion,etc.

  Hello,

  It seems like you’re referring to your site’s custom menu.

  To edit your custom menu, navigate to My Site in the top left of WordPress.com and then select Menus from the left sidebar:

  https://wordpress.com/menus/jobmella.wordpress.com

  You can choose to add items to your menu by selecting the + icon next to any of the menu items. Additionally, you can select the pencil icon to edit the items.
