Making one of my pages the home page

I would like to make one of my pages (the one I called ‘welcome’) the home page so that it is the first thing a visitor sees when she reaches the site. Right now there is a home page with a nonexistent first blog post and all the pages are listed separately in a menu.
The blog I need help with is: (visible only to logged in users)

I am not seeing a post called “Welcome” as have been created on http://contrast10.wordpress.com/. Could you have meant to ask about a different blog?
In any case, you can set your front page option by logging into your site’s dashboard and going to Settings–> Reading.

Thank you very much. Yes, it was about another blog, and I discovered the truth on my own after I posted the question.

I too was looking to do this but when I go to the Settings>Reading, the front/static buttons are not there. They show up under the Appearance>Customize>Front…only problem with that is, when I toggle to the Static button, the background is black and I cannot see the dropdown boxes to get to the blogs and homepage. Any suggestions??
