  My web address is http://www.ncmoratorium.org. Can I make my wordpress blog have the same template as the website?

  Not exactly, but if you buy the CSS upgrade you will be able to get it close with around 20 hours of elbow grease.

  I purchased the 15 dollar upgrade and I have saved the HTML code form my website. What possibly could be left to do?

  You have to match the CSS styles from the website to the selectors in your chosen theme.

  Not 20 hours of work (that’s more for a redesign from scratch).
