making the home page static…have blog on seperate page

i would to make one of my blogs an entire website.
is it possible to set it up so that the ‘home’ page is static and have the ‘blog’ page be one of the pages that the visitor clicks in order to access?
my goal is for the home page to have a static paragraph describing who we are and what we do therefore i don’t want to have blog posts preceding that message.
