Manage Themes in Dashboard does not have "Install Themes"

I purchased the Chameleon Theme yesterday from elegantthemes.com. Today, I tried to install the new theme per instruction which involves logging into wordpress. When I tried to sign in at wordpress, it did not recognize my login ID so I created a new one. I was able to get my website – http://drmytle.wordpress.com/wp-admin/themes.php.
Unfortunately when I went into “Manage Themes” option on the page, I could not find the “Install Themes” button. Instead, the page shows a long list of themes that I can purchase. I assume this is because my wordpress account is not connected with my “elegantthemes” account (where I purchased the Chameleon theme). Could you please let me know what I need to do to get to the right web site?

You must understand that there are different flavors of WordPress, mainly wp.COM and wp.ORG.
http://en.support.wordpress.com/com-vs-org/In order for you to upload a theme you purchased on the internet, you must purchase a domain name, then pay someone to host your site (like GoDaddy or Netscape Solutions or Blue Host etc). You can use the free blogging software from wp.ORG.
On wp.COM the only themes we can use are found on your dashboard under appearance—>themes
