Manual install , Redirect Loop Issue

after manual install I get redirect loop error
I am using goDaddy hosting and followed all steps from here

when I am on install page I added all values of db , hostname , username and password correctly ,it says db credentials are ok now hit install , I press that button and than I get redirect loop error at http://mywebsite.com/wp-admin/install.php
The webpage at http://testingfraction.dts-solution.com/wp-admin/install.php has resulted in too many redirects. Clearing your cookies for this site or allowing third-party cookies may fix the problem. If not, it is possibly a server configuration issue and not a problem with your computer.Now when I check the database by php admin , it didn’t installed any database there , zero tables .
I am not sure what is exact solution for this , Google is not helpingThe blog I need help with is: (visible only to logged in users)

You cannot be referring to a WordPress.COM hosted blogs and those are the only ones we provide support for here. WordPress.COM and WordPress.ORG are completely separate and have different logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums.
