From the Support Doc:
You will need an upgraded WordPress.com plan on your site in order to map a domain. Each paid plan comes with a free domain credit you can use to either register a new domain or map one you already own. You can map as many additional domains to the same site as you would like, but you have to pay for additional mapping upgrades separately.

Thank you. I have a domain at Go Daddy and have it hosted by another provider. Therefore, even if I’m not having WordPress host it, I will still need to have at least the basic plan?

How exactly do you plan to use WordPress.com? That might help me get in the right direction.

:) Okay, so yes, you can have a free blog for sure. But if you create a blog here on WordPress.com, the content is hosted here on WordPress.com. Does that make sense?
I think you may be wanting WordPress.org where you host the website yourself. Differences:

OK thanks. That’s where I was misunderstanding. May I have the WordPress DNS settings to point my domain to?
