Master Tags

  Is there anything like master tags for blog (not for posts). I have checked some sites they have a particular tag under the title of their blog. example:
  TITLE:fashion muffin
  TAG: chandigarh fashion blogger
  How can I do this? Please help
  Also, I have this tag on all my posts still google is not picking up my site when I search the tag itself.

  The blog I need help with is: (visible only to logged in users)
