Hi there,
Marking your WordPress.com site at mature has no effect at all on any content on your site. All that does is prevent your site from being featured/suggested in public areas on WordPress.com like the Reader.
Flickr only allows moderated and restricted photos to be viewed by someone who is 1) logged into Flickr, and 2) have their Safesearch settings off or on moderate. Given that I wouldn’t expect embedding such images on other websites to work, as Flickr has no way of knowing if someone viewing your WordPress.com site is logged into a Flickr account that meets the criteria for being able to view those images.
To clarify, when you embed content, what appears depends on what the other service sends us. And Flickr doesn’t send restricted photos to third-party websites in this way.
If you want those images to be visible on your site, you’ll need to upload them directly to your media library here on WordPress.com instead.
