Maximum categories

  My web site is in format of a book proposal. I have a page “Table of Contents with Chapters as categories—16 Chapters. Holding the cursor over a Chapter will highlight and open it; however, all the 16 categories do not fit on the Table of Contents page. I would rather have pages than posts. What to do??

  I decided to make the ‘Table of Contents” from one page to two pages: part one and part two., so the the chapter list does not exceed the length of the page.
