  I can not upload a video via URL. Is a space issue or what?

  Hi –

  You only have 3gb of storage with your free WordPress.com account.
  When you view your media library it will say at the top how much space you have used.

  To add more space see here:

  It says 3,072 MB Space Allowed and 1.52 MB (0%) Space Used
  Do I have to delete everything I have uploaded?

  Storage space seems adequate. Were you able to get it uploaded? Did you work through the video upload link and the browser issues link above?
