Media file manager issue

If I transfer my domain to a 3rd party domain company or if I purchase a premium domain plan on WordPress and them change my current domain to anything else. Would the media files still be hosted under file.wordpress.com.
The reason for this question is that I am going to build a website that is going to be used in China where the domain ‘wordpress.com’ is blocked.
Right now people in China can see my website because there’s no ‘wordpress.com’ in the link but not the pics. They are managed by file.wordpress.com so they are blocked.The blog I need help with is: (visible only to logged in users)

If you changed domain name registrars and nothing else your pictures would still be hosted on WordPress.COM and China visitors would still not be able to see the pictures. Even the VIP sites have file.wordpress.com as part of the picture URL.
You would need to move to a different host such as Blue Host then export your blog from here and import the pictures to your new blog (make sure the pictures are transferred and not linked back to here) – then your China visitors would be able to see your pictures
