Media Folder public?

I was recently asked to remove an image from my site by a third party. I did so immediately and removed it from everywhere it was visible on the site, however they have contacted me again with a url taking me through the media file for the site, which I understood was private. When I try to access the media file by itself (not as admin), it says access is forbidden, however when I add the date the file was uploaded and the name of the file it displays the image. How is it that one can’t access the media file but can access the contents of the file? Any help with this matter would be greatly appreciated.

Looking at that site I can see it’s hosted on SiteGround. It’s not using our managed hosting environment from WordPress.com.
For help, I would contact them first. Otherwise, there’s a volunteer network available for folks who run their own WordPress installations, which is how you’re set up. That is available at https://wordpress.org/support/forums/
