media gallery organiser in categories

it is frustrating not to have a plugin section within dashboard, but if this is not possible for wordpresss.com, I would like at least to see a plugin which would let me organise my media library into categories
this could reflect the categories I have in my site

Thank you Trevor, for replying! at least I know now I’m not the only one frustrated by not finding a way of organising the media files for my site
Is there anyone among the advisers who could suggest some solutions, if any available, which could mimic the proper plugin which lets you organise the image gallery, or let me know where I could read some more about this issue?
Does upgrading solve the problem or it would just be wasted money if plugins still not available for wp.com, and that was the only reason for upgrading?

The best way to organize your Media Library is to organize your media files before you ever upload them.

thank you Jennifer for your reply and suggestions, interesting but they do not resolve the problem:
my image files are well organised in my HD in categories and subcategories but I could not replicate the same in the media so they pile up one after the other and all together, and since I do update my website and add photos to the different units and will keep doing it, it would be of great help to have the categories in the website in the same manner as in my PC
obviously is not to be because plugins are not allowed and that is the end of it!
