media lib pdf document view vs download

    on a page with many links to pdf docs in media lib,
    how do I give user the choice of a) viewing one doc in browser right now, or
    b) downloading it?

    Or maybe I can’t?

    If you insert your links using the File Block, rather than just as items in a list as you currently have them, you’ll have the option to display a Download button next to the link. You’ll also have the option to embed the file directly on your page, so the content itself is visible above the link:

    But just using a link like you currently have, it depends on the user’s browser. Most browsers include a built-in PDF viewer. If the user doesn’t have a preference set, the browser will then ask them, when clicking the link, if they want to view the file or download it. If they have a preference set in that browser, the browser will follow that automatically.
