Media Library Leads to White Page

I have been experiencing problems “white page of death” problems when attempting to insert a photo into a port, or when trying to make changings to plugins. Once recommended solution is to increase my php memory to 128MB (GoDaddy account type limit), and modify my my php.ini file. When I contacted GoDaddy I was told that I would have to create a php5.ini file and include memory_limit = 128M in the file. Does anyone instruct me on how to modify my existing php.ini file or create a new php5.ini file, and what the difference is? Thanks.
