Hello there, yes it will.
If you are already reaching the limit of your free 3GB of storage for images, you have a couple of options. The first and most convenient is to upgrade to the annual Personal plan which gives you another 3GB of storage for a total of 6GB. There are other advantages to upgrading including removing all WordPress.com ads from your site and having direct access to Support via LiveChat and email. https://wordpress.com/pricing/
From that point forward, you should always resize and optimize your images before uploading them to your website. https://en.support.wordpress.com/media/image-optimization/ While you can edit your images in your Media Library after uploading, this actually increases your use of available storage because the original image is also saved in case you wish to revert.
Other options are to use external services like Mesh, Flickr, Facebook or Instagram and then embed the image in your post or page. https://en.support.wordpress.com/category/embedding-content/ One disadvantage to this is you cannot use embedded images for featured images or in Galleries. Another disadvantage is that should those services be unavailable, your image will not display on your site.
Hope that helps, but please let us know if you have any other question about this after reading those support guides.
