You can’t. That’s not how blogs are designed to be used. Your commenters can submit comments with URLs to images and or videos, etc. in them and you can choose to approve them. They will then appear in the comments section below the associated Page or Post.
Note: If you set up the blog for anonymous commenting then do be sure to set up full comment moderation ie. “An administrator must always approve the comment” because anonymous commenting is bound to increase the amount of spam your blog will receive.

You could create a wiki, or you could hire a web host and install software from WordPress.org and do this, but it’s going to be expensive. VERY expensive. The icanhascheezburger network pays thousands and thousands every month for web hosting.
