  must i upgrade to which plan before creating member login on my site?

  Yes, you would need to upgrade to a business plan through WordPress.com in order to install any membership plugins. Your other option is to buy a separate domain name and self hosting plan through a website like Namecheap.com. Then you can build your website using the WordPress.org package.
  Since you already have your site built on WordPress.com, it would likely be easiest to just upgrade to a business plan.
