  Does WordPress Have A Member Managment Like So People Can Sign/Signup To Leave Comments

  You can change your comment settings on Dashboard –> Options –> Discussion.

  You can set your blog to Private if you want and then only people you invite can join. Do that under Options –>Privacy.

  I’m sorry but I thought scunite’s askin’ if he can have his own member management. That should be available on WordPress.org.

  You can do it here on wordpress.com. Once you signup for at least an “account” (if you don’t want a blog as well), you can login as that account and comment on all wordpress.com accounts with the same login and username.
