Do I need a certain WordPress.com plan to be able to use/plugin MemberMouse?
The blog I need help with is: (visible only to logged in users)

In order to use any plug-in, you need a WordPress.ORG site. WordPress.COM does not allow for any third party plug-ins for security reasons. No upgrade will change that.
WordPress.ORG and WordPress.COM (which is where your account is hosted) are two different platforms, using two different types of software.
What are you wanting to do? There are many features already built into .COM sites.

I am wanting to develop a site where I can share free educational resources, as well as sell digital goods and have paid subscription memberships that have access to restricted content. Would I be able to do that with the WordPress.COM Business plan?
Other website builders that I have looked into either are unable to do the paid subscription memberships, or that feature is very expensive.
Any advice or suggestions would be greatly appreciated!

It’s not possible to set up a paid membership register on a WordPress.COM hosted blog and provide username accounts and logins. That can only be done on a WordPress.ORG software install.

Is it possible to develop a WordPress.COM site where members have to create an account and login to gain access to FREE content? The end goal would be to track/analyze who’s downloading what content.

As was mentioned already, in order to use MemberMouse you will need to download WordPress from WordPress.org and then sign up with a hosting provider so you can install WordPress. @melissavoigt @elwray – While not possible to use the above service on WPcom, it is possible to set up a Private membership site in a roundabout way, but it would necessitate basically setting up 2 sites, one Public and one Private. The Public site would show “teasers” and membership instructions with payment being handled through PayPal. You can use Wufoo or Jotform if the standard WP Contact Form is not sufficient. Once payment is received you can send the new member an invite to view your Private site. See here to understand Privacy settings: https://en.support.wordpress.com/settings/privacy-settings/
Unfortunately “tracking” who is downloading what content is not really possible here for free. See the Stats Support doc https://en.support.wordpress.com/stats/ to see what information can be tracked. Only the annual upgrade to the Business Bundle ($299/year) allows you to use Google Analytics
All in all when considering the above, setting up the WPorg software on a 3rd party host is still probably the best way to go.
