That site is hosted at GoDaddy, not here at WordPress.com so you need to register an account and ask for advice at the correct support forum for the software your site uses as was provided above many days ago.

I’m trying to develop a new website. It is at wordpress.com.This will replace my current website when I get all the bugs worked out.

WordPress.com does not have membership functionality so we are not able to help with this issue. Wild Apricot is a 3rd party membership tool that we have no relation to.
