  I am going to cancel out this free blog and begin a paid blog with someone else but will be using WordPress I don’t want to be penalized by canceling this site as it says I won’t be able to sign up in the future. What do I do?

  The blog I need help with is: (visible only to logged in users)

  Hi there, if you’re under the free plan on WordPress.com, you may keep the account by just turning the blog to private (means it’s not displayed to the public). Don’t worry about the penalty, I haven’t login into my current account for years and here I am. :)
