  Can you pay just the monthly fee to start a plan or do you have to pay the yearly fee because it won’t let me to pay the monthly fee which is what I’m trying to do.

  Hi there, no, monthly payments aren’t offered on WordPress.com. You have to pay the yearly fee, but you can disable auto renew at any time. Sorry for the inconvenience!
