Do I need to pay for membership multiple times if I have multiple blogs? I want to have access to changing font/color to multiple blogs under my name- do I need to pay the $99 for every instance of a blog?

Yes.
There is no charge for creating a username account and registering any blogs under it.
Upgrades apply to a single blogs only and are for a single year only when they are due for renewal. There are no bulk deals on custom design upgrades or any other upgrades either.

Some bloggers create a contact form and after the people have made a PayPal donation they provide the link to a private page for downloading files. Maybe that will work for you.
