  No, you cannot post advertising on your blog here at WordPress.com. There is only one advertising program called WordAds at WordPress.com and it’s for blogs on their own domains. Aside from a blog being accepted into WordAds http://www.wordads.co/ no blogger initiated advertising, retailing or reselling the work or products created or services provided by anyone other than yourself is allowed on free hosted wordpress.com blogs. E-commerce transactions via shopping carts and the like cannot be conducted on free blogs from and being free hosted by WordPress.com. Paid content and/or sponsored content is not allowed.

  Okee but if I upgrade my blog to personal plan, my blog can post advertising on Google adsense or wordads right.. because my blog has own domains… or called WordPress.org

  No, even if you upgrade your blog to a personal plan and have a custom domain name, you cannot use AdSense on your WordPress.com blog. The only way you can display advertising on WordPress.com is by applying to WordAds.

  If you still want to display your own ads like Google’s AdSense, Chitika, BuySellAds, etc., then you should self-host WordPress somewhere else. Checkout WordPress.org Hosting for more information.
