I would like to keep the bar on the right please but more alined with the logo, basically it only needs to go up a little. Thank you

For this, you must have the Custom CSS feature enabled on your plan. Custom CSS is part of Custom Design, which is a feature of the WordPress.com Premium and WordPress.com Business plans. You can add custom CSS to your WordPress.com blog using the CSS Editor in My Sites → Customize → CSS in your blog dashboard.
If you have the Custom Design feature, go to the CSS editor and add the following code:
.site-navigation { margin-top: -60px; font-size: 23px; }Give it a try and let me know how it goes :)
