Menu bar at top of page moved down

  I wanted to remove the comments box from my blog and did so on the first page, but in the process I seemed to have moved the menu bar down.Nw you can hardly see the links because they dont lay where they’re supposed to be. How can I fix this? And in addition to that how can I get rid of the comment box on all the pages? Tnanks!
