Menu bar under Blog title

  Hello, When I first created my blog, I removed the menu bar under the title. I would like to put one in now with “Home” and “About” but I forget how to do that. I would like “Home” to link back to home obviously and I would like “About” to link to a page with a little blurb about me and picture. Can anyone help? Thanks!
