Menu Choices

  I am trying to move the navigation to a different part of the theme using Twenty Eleven, but my menus page does not show Theme Locations. I believe Twenty Eleven should have menu locations at the top and above the main image? So why am I not seeing all the theme location choices? Is it because I am not using self-hosted and using the free wordpress.com?

  The menu bar displays below the header image in Twenty Eleven.
