Menu Creation is not an Option

I am creating a blog site for my class on WordPress. I have created one site previously a year ago, and everything was fine then. However, now, I am trying to create my second site and found that the menu option is not available. I can’t see it anywhere. I checked online and everything said to look in the Appearance drop down, but it is still not showing up. It only shows Themes, Editor (beta), Customize, and Additional CSS. (Sorry the contact us option does not let me copy my screenshot of it). May I receive some assistance in finding it or adding it? Thank you.

Since your
storytimeandcreatesite is using a block-based theme, Twenty Twenty Two, you’ll need to use the site editor to add your menu using a navigation block.To learn how to use full site editing, please follow this link: https://learn.wordpress.org/course/simple-site-design-with-full-site-editing/

It’s also possible to continue using the older style menu option by switching themes to one that doesn’t use the Site Editor.
