  Hi there,

  In free wordpress.com plan, there is very limited customization available.
  In this theme menu and other contents have the same size so when you change the base font size it will change the font size of the menu as well as content in the body of any post.
  Try it yourself

  Visit
  My Sites > Customize > Font > Change the base Font, you will get an option showing size in small, medium etc.

  If you only want to change the font of the menu then you need to add Custom CSS. which is not possible as it needs at premium wordpress.com plan.
