Please stop before posting yet another thread. read this support entry and comprehend the limitations of blogging at wordpress.com http://support.wordpress.com/com-vs-org/

I’m a bit new to wordpress and been editing the php and css mostly through trial and error.
We cannot access let alone “edit” the underlying templates for our blog themes at wordpress.com. The CSS upgrade support documentation entries make this clear. CSS editing is recommended only to those who are experienced with it and who are aware that they cannot alter functionality using it. They can only change appearance.

You obviously have a wordpress.org blog, right? And you did not read the sticky post at the head of this forum prior to posting, right?
Then why are you continuing to post to this wordpress.COM CSS customization forum in another thread?
https://en.forums.wordpress.com/topic/extend-toolbar-outside-a-pre-defined-area-how?replies=7We do not provide support for any bloggers other than free hosted wordpress.com bloggers, and wordpress.org does not provide support for wordpress.com bloggers.
This is the correct forum for you to go to > http://wordpress.org/support/
