Menu of categories across top of page with drop down list

  I want to have my menu of 4 categories across the top of the page with a drop down list of pages from each category. It shows it as I want it when I click on view page but if I click on preview it shows a menu in the top right corner with a drop down list of the 4 categories that you must click on each category to see the pages. This corner menu is also what my Contributors & Viewers see. What must I do so they can see the menu across the top of the page like I see the it in view page?
