  where is the menu tab that used to come under personalize? how do I organize my tabs and menu please help.

  I will try to help you with this. I believe you are unable to locate Menus Tab. You can find Menu tab here:
  Go to My Sites>Themes>Customize>Menus

  Or you can also manage menus from this link
