Menu/Links Display

On my blog at http://www.thecivilattorney.net, i have a number of contributors that are posting new “news links” to newspaper and blog articles they want people to read. Right now, I am using a “Menu” which allows people to just click “menu” and insert a new link, however, these new links go to the bottom of the page and you have to manually move it up to the top, which is pretty time consuming.
Does anyone know how to fix this “menu” issue, or alternatively, is there some widget or custom links app that i can set up so people can easily post links ?
