How do you make the menus static? Most of the themes I like have a static menu, but when I try and customize, the menus are only displayed as a pop up menu.

I do not know what you mean by static menu. When we need Staff help with issues Volunteers cannot resolve like this one we type modlook into the sidebar tags on our forum threads. I did that for you.

(a) Exactly what kind of device you are using to connect to the internet and to WordPress.com.(b) Exactly which browser (and version of it) you’re using by checking here if necessary http://supportdetails.com/
(c) Exactly what you experience including exactly what any error reports you receive state.
(d) Screenshots can be helpful. You can use http://snag.gy/ or http://cloudup.com to share screenshots and link to them here. If you use the WordPress.com guide for screenshots http://en.support.wordpress.com/make-a-screenshot/ you can and upload it to your Media Library, and return to this thread to provide the file name so Staff can examine it.

Like @timethief I’m not sure what you mean with a static menu. Do you perhaps refer to how the menu disappears behind a Menu button on very narrow screens? If so, that’s how your theme, and most of our themes, are designed, as a full menu doesn’t work well on narrow screens like phones and tablets.
You can override that and force the menu to always remain visible by adding custom CSS to your site. You can ask in the CSS Customization forum for help with doing that.
