I want two of my menu items on the navigation bar to have submenu items; but I can’t figure out how to do it without the top menu item having to have a page

You can move any element of your menu and indent it creating submenus by dragging the element as explained here: https://en.support.wordpress.com/menus/ (scroll a little bit until you see the animated image).
The element to put on a menu/submenu doesn’t have to be a page – you can also create categories and links (internal or external) and menu/submenu entries: https://en.support.wordpress.com/menus/#additional-menu-items

I found this before you responded, but good to know:Q. How do I create an un-clickable parent tab for my sub-menu To create a menu item that is not clickable but will contain submenu items, just add a Link menu item and add a # symbol in the “Link Address (URL)” field.
