It’s not possible to merge WordPress.com accounts, no. But you can move all sites that belong to one account over to another account, making the other account the new owner, and then close the first account if you no longer want to use it. https://en.forums.wordpress.com/topic/merge-two-accounts-12/#post-3124953
Every WordPress.COM blog has a sole owner. It is the person with the WordPress.COM username account who registered the blog under that username account and a single associated email address, and who is the original Admin of the blogs registered under that username account.
