I am wondering if there is a way to merge my old blogs on wordpress that have my old email with my website on wordpress which has a new email? I would like to have one control panel and login if possible. Also why do the different accounts have such different looking dashboards?

Could you let me know the addresses of your site and blog.
Assuming both your blog and site are hosted on WordPress.com, you can transfer either of them to the different account using the instructions in this support guide: https://en.support.wordpress.com/transferring-a-site-to-another-wordpress-com-account/view-all/
You can then deactivate the unwanted account using these instructions: https://en.support.wordpress.com/deleting-accounts/
why do the different accounts have such different looking dashboards?
You are perhaps looking at the new WordPress.com interface for one account and WP-Admin for the other.

Yes my old blog that I want to resurrect is cimras.wordpress.com
The new business that I started (that I would like to keep separate but manage from the same dashboard) if possible, is http://www.landsmithent.com

This is certainly possible. Install Jetpack plugin on your self-hosted site and then activate the Site Management feature.
