  According to WordPress.com’s Japanese blog (https://ja.blog.wordpress.com/2016/07/14/seo-settings-panel/), we’re able to change front page meta description in the settings menu: settings->seo->front page meta description. But the form doesn’t appear in my seo menu. How can I change meta description.

  Thanks for bringing this up. It seems there’s a discrepancy between the post in Japanese and the post in English https://en.blog.wordpress.com/2016/06/02/seo-settings-panel/ In the English version the Meta Description feature is available only with the Business plan.

  Yes, there was a very brief period where this feature was available for all plans, but as of a few months ago, it was made a feature that is made only available to users with the Business Plan:
