I would like to submit my site to Yahoo! Site Explorer and where do i add META tags on a WordPress.com hosted blog.

You don’t.
First, meta tags would have to be added in the underlying theme files. In wp.COM we don’t have access to those files. Second, meta tags were abused and are now practically obsolete. The best way to provide information about your site is a sitemap. All wp.com blogs have a sitemap created automatically.

Meta tags aren’t “practically obsolete.” They are still a key part of all search engine algorithms.

Meta keywords are still in the algorithms, but are not given much weight anymore.

At one point in time the keywords tag had an impact on a web site’s position within the Search Engine Results Pages (SERPS). Now the keywords tag has little impact on where a site will appear in the search results. When search engine first started determining the relevancy of a site they placed a larger emphasis on these tags.
Soon every webmaster used them and oftentimes overused these tags and therefore the search engine placed less importance on them.
According to some, what is important is the meta description tag and using it properly, but we don’t have access to the underlying files, so we cannot mess with that.

Properly and carefully tag and categorize your posts here and you will do well with search engines.

To the question “where do I paste the Metatag in wordpress.com” I replied: “You don’t.” And I explained: “Meta tags would have to be added in the underlying theme files. In wp.COM we don’t have access to those files.” Doesn’t get any clearer than that. No meta tags at wordpress.COM, as tsp says.
