Meta title and meta description for Google

Hi guys, I have had a good trawl of the forums about this, but I am just looking for a definitive answer – on a wordpress.COM blog am I allowed to change the meta title and the meta description so it appears on Google searches?
at the moment, if you search ‘ross v ross’ on google you get a brief description of our last post, but it doesnt really indicate what the site is about – this i would like to change.
the site is http://www.rossvross.com
i know there are some SEO plug-ins out there but am i right in saying that these are only for wordpress.ORG blogs?
thesacredpath… i know you in particular must be tiring of answering the same questions from noobies like me but would just like to know what my options are, if any.

As to the meta description, be advised that the posts excerpt works the same way.
