Mexican equivalent of VAT, i.e., RFC and WordPress Invoice

I volunteer with a Mexican NGO who is using WordPress to build its English (and soon Spanish language) websites.
We use a free site but now explore an upgrade to either PREMIUM or BUSINESS (we seek video function, e-mails and Spanish/English versions of same content). However, we can only do so if WORDPRESS/Automattic can issue to the NGO a formal invoice using the Mexican version of the VAT, something called an RFC (Registro Federal de Contribuyentes).
QUESTIONS:
(1) Can we submit payment for our upgrade using a US credit card or paypal and, in so doing, receive a formal invoice at the organization’s formal e-mail address referencing the RFC number (READ: VAT)?
(2) If not, will using a Mexican Bank credit card make the request easier, assuming, the end result is our upgrade and a formal invoice being sent to the organization’s formal e-mail address and detailing the transaction in the context of the RFC number (READ: Mexican VAT)?

I have checked with our finance team regarding your RFC request. As we are currently not subject to tax in Mexico we will not charge you RFC therefor, we’ll be unable to provide you with an RFC receipt.
We would be happy to provide you with a receipt for any transactions showing the amount of purchase, date of purchase, etc. We suggest you use your organizations email address and name at the time of purchase to make management simpler.
As we don’t currently accept Pesos in our store you are welcome to pay with a US or Mexican credit card or PayPal account. Note, you will be charged in USD so there may be a fee charged by your financial institution.
