Aloha wildandwoolley, That XML file is what you will need to import to your new WordPress.org site.
This guide has some more information on the steps to move from .com to .org:

Thanks for your advice. The WordPress.org person at the host seems to disagree… But I’ll go thru it again in the morning. The xml file won’t have media, right? I’ll look at the xml export and see what’s there. Now nearly midnight in Sydney. Going to sleep.

They are likely thinking of importing a self-hosted WordPress.org site, where you would have the XML file and a database file to import into your database.
The XML file will include links to your media. When you run the importer on your WordPress.org site, there will be a page that lets you assign authors and import attachments. Be sure to select the Download and import file attachments checkbox and it should import your media.
I hope you were able to get some sleep!
