migrate to a new theme without taking down/hiding existing site

    Our website has an ancient theme (Academica) that’s hard to work with and that is running on an equally ancient version of WordPress. I want to update to a modern theme. But it takes time to switch to a new theme (checking links, re-building sidebars, etc.). Is there any way to develop the new site without moving the existing site to maintenance mode? In other words, can I develop the new site in parallel with the working site and then when finished turn off the old one and turn on the new one? I have searched online and in your forums but found no answer. Thank you!
